Mr. Karma Choeying was born in Ladakh in 1974. He received his early education at the Tibetan Children’s Village (TCV) School in Ladakh and completed his higher secondary education at TCV Dharamshala in 1992. He subsequently attended University of Delhi, where he earned a Bachelor’s degree in Commerce in 1995.

In 1996, Mr. Choeying joined the Central Tibetan Administration as an Under Secretary and was first posted to the Dikyiling Tibetan Settlement as Office Secretary. Over the years, he served in various Tibetan settlements across India in capacities including Cooperative Secretary and Settlement Officer, gaining extensive experience in administration and community development.

In 2007, he attended the University of San Francisco under the Tibetan Scholarship Program sponsored by the U.S. Department of State, where he completed a one-year undergraduate program in Public Administration.

Mr. Choeying has held several key positions within the Central Tibetan Administration. He served twice as Executive Secretary at the Bureau of His Holiness the Dalai Lama in New Delhi, first in 2010 and later in 2019. Between 2012 and 2015, he served as Executive Secretary at the Office of Tibet in Brussels. From 2016 to 2019, he was Additional Secretary of the Department of Home, CTA, overseeing a range of administrative and policy matters.

He later served as Secretary of the Department of Information and International Relations (DIIR), CTA. On 30 September, he was appointed Director of the Tibet Policy Institute, a position he held until 16 June. He currently serves as Secretary of the Department of Education, CTA, where he is responsible for guiding and implementing educational policies and programs for the Tibetan community.
