Tibet Policy Institute Bids Farewell to Outgoing Director and Welcomes New Leadership

The Tibet Policy Institute (TPI), the premier research and policy think tank of the Central Tibetan Administration, marked a significant moment of transition this week as it bid farewell to its outgoing Director, Dawa Tsering la, and welcomed its new Director, Karma Choeying la.

Farewell to Dawa Tsering la

On 23 September 2025, TPI concluded the tenure of its Director, Dawa Tsering la, who has led the institute with dedication for more than four years, from 26 July 2021 to 23 September 2025. During his leadership, the Institute expanded its research on Tibet’s environment, geopolitics, and history, and strengthened its academic collaborations with universities and think tanks in India and abroad.

The Tibet Policy Institute expressed deep gratitude for his service, recognizing his scholarship and leadership in advancing Tibetan studies and policy dialogue. The Institute extended its heartfelt wishes for his continued good health, happiness, and many productive years of writing on Tibet and the Tibetan people.

Welcome to Karma Choeying la

On 30 September 2025, the Tibet Policy Institute welcomed Karma Choeying la as its new Director. He also currently serves as the Secretary of the Department of Information and International Relations (DIIR) of the Central Tibetan Administration.

The Institute looks forward to an exciting and productive period under his leadership, confident that his extensive administrative experience and deep commitment to the Tibetan cause will further strengthen TPI’s role as a leading center of research and policy advocacy.

A Moment of Continuity and Renewal

This transition marks both continuity and renewal for the Institute. As TPI thanks its outgoing Director for his lasting contributions, it also embraces the incoming leadership with anticipation for new initiatives and strengthened research on Tibet.
